Sir,
I have laid before the Lords Commissioners of His
majesty's Treasury kr. Cubitt's le.ter of the 30th ultimo, (16/Colonies/470 F.2.) proposing that the pay and allowances of Army officers and men in China shall be is sued on a basis similar to that adopted for officers of His Majesty's Consular Service. Their Lordships have before Them similar proposals from the Admiralty respecting the pay and allowances of Naval oificars and men and civilian personnel in their employment.
In re ly I am to state that Ly Lords assent to the proposals of the Army Council subject to the modification that instead of 100, of the first £300 of the recipient's emoluments being convertible into dollars at the rate of 2s. to the dollar only 75, shall be so converted. Thus if an officer's emoluments amount to £300 he.. ill receive $2,250 in
currency and £75 in sterling; if his total emoluments are £400 he will receive $2,250 + $500 in currency and £75 + £50
in sterling.
It is of course understood that separation allowances or allotments specifically intended for payment to the families or d pendants of men at home are not to be
included in the above calculi tion. Otherwise a man might be receiving dollars à. 2s. to the £. which he would be able, and indeed encouraged, to remit home in sterling at say 3s.
